Fund for Active Citizenship – fAKT launched a program “De facto STRONG”, supported through IPA 2013 Civil Society Facility Montenegro Programme, financed by the European Union, represented by the EU Delegation to Montenegro.

Overall objective – to support the capacity building of small CSOs to participate in community development and provide services to citizens in Montenegro.

Specific objective – to contribute to organizational development, financial sustainability and program development of 40 small local community CSOs in Montenegro by mid-2015.


Key components: 1. Capacity building program for CSOs through trainings, mentoring and consultations; 2. Grants program – financial support for CSOs which will apply with project proposals after undergoing three-modular training program. Individual grants will range from €5,000 to €10,000.

Total amount of 130,000 EUR is reserved for 13-26 projects covering next list of topics: a) advocacy and capacity building initiatives that strengthen policy development and service delivery standards in relation to vulnerable groups, b) capacity building and advocacy actions for CSOs to become a relevant actor for the contribution to the EU integration process; c) capacity building of community-based organizations to provide services to citizens and d) initiatives and/or capacity building initiatives of small CSOs with focus on community development in areas such as environment and sustainable development, social and youth policy and culture.

Expected results:

  1. Contribution to organizational growth, capacity building and service provision in 40 small sized local CSOs, with focus on CSOs outside Podgorica;
  2. Contribution to increased capacities for sustainable organizational development of 13-26 CSOs, recipients of grants and consultations on capacity building.

Target group:

  1. 13-26 community based small sized CSOs that will receive the grant (5-10.000 EUR);
  2. 40 small sized CSOs recipients of trainings and consultations; national and local authorities in Montenegro that will be targeted with CSOs advocacy efforts in formulation of public policies, primarily at the local level.
